The Middle Georgia Clean Air Coalition wishes to express its sincere appreciation to Ray Clark upon the occasion of his official retirement. In June 2023, it was announced that Mr. Clark would be retiring from his formal role as a Senior Consultant for the MGCAC. He will continue to be available on a part-time advisory basis for the coalition as his scope of work is reduced.
Ray Clark most recently worked as the Founder of The Clark Group, a Washington-based consortium of senior-level science and policy professionals specializing in environmental and energy matters. He previously served as the Assistant Secretary of the Army (Acting) and the Principal Deputy Assistant Secretary of the Army (Installations and Environment) where he was responsible for all the US Army facilities worldwide and steward of more than 14 million acres. He was responsible for military construction, family housing, all real estate transactions, energy, and the environmental and natural resource management program. Ray was also responsible for base closure and transitioning excess military property to economic development.
Prior to his appointment to this position, Mr. Clark was Associate Director at the White House Council of Environmental Quality where he acted as advisor to the President, the Chairman of CEQ, and Senior White House Staff.
Ray is a past recipient of the prestigious National Environmental Quality Award. He is the editor of two books on environmental policy and was the guest editor for the National Association of Environmental Professionals Journal, “Environmental Practice” in 2015. He holds a Master of Environmental Management degree from Duke University, where he was an adjunct faculty for over 25 years.
Mr. Clark was able to collaborate with many professionals in his time with the MGCAC such as Dr. Michael Chang and Major General Ron Smith (now retired), and well-known organizations such as the Environmental Protection Agency (EPA) and the Georgia Environmental Protection Division (EPD). Throughout the years, Mr. Clark has contributed countless hours to the air quality of Middle Georgia. From the installation of EV buses, EV charging stations, solar panel farms, and many more, he has made it his career mission to reduce emissions and protect the health of Middle Georgia residents.
